The state strategy for the development of the chemical and petrochemical industry sets a course toward technical re-equipment and modernization, the establishment of new production facilities, increased innovation activity, and the strengthening of raw material and resource supply. Government policy restricts the procurement of imported chemical products and production components for use in strategic industries while simultaneously supporting domestic initiatives.
At the same time, several contemporary challenges must be taken into account when shaping industry strategy. These include an unstable banking environment and changes in the investment climate that affect the attractiveness of projects, as well as geopolitical risks such as sanctions, supply chain disruptions, and the need to diversify markets and suppliers. These factors create additional requirements for production localization and the resilience of technological and supply chains.

Challenges: transition to a green economy, lack of domestic funding, high cost of capital given the asset-intensive nature of the sector, entering international markets, and "gaps" in production chains.
